The Government of Andhra Pradesh embarked on an ambitious journey to revolutionize its school education system through the Supporting Andhra's Learning Transformation (SALT) project. Recognizing the pivotal role of teachers in shaping the future of learners, the Government of Andhra Pradesh, with support from the World Bank, set out to enhance foundational learning across the state. We were selected as a technical partner for this transformative project, entrusted with the responsibility of bolstering the Department of School Education's efforts in several key areas.

The Intervention
Our interventions were multifaceted and strategically designed to address the core challenges in teacher professional development and classroom practices. We collaborated closely with the State Council of Educational Research and Training (SCERT) and District Institutes of Education and Training (DIETs) to create and implement high-quality, need-based blended learning courses for teachers. These courses were meticulously crafted to cater to the specific needs of in-service teachers, ensuring they were equipped with the latest pedagogical approaches and subject matter expertise. Recognizing that effective teaching goes beyond content delivery, we also focused on designing structured pedagogy-based lesson plan compendiums for all teachers. These compendiums provided teachers with a roadmap for engaging and effective classroom interactions, aligning with the state's curriculum and learning outcomes.
To ensure that pedagogical support reached every corner of the state, we played a crucial role in institutionalizing a cadre of teacher mentors at the school complex level. These mentors, trained and certified by us, provided invaluable classroom-level support to teachers, fostering a culture of continuous improvement and peer learning. In the digital age, access to high-quality e-content is paramount. We streamlined the e-content creation and curation process for DIKSHA, the national digital infrastructure for teachers. This ensured that teachers and students had access to a wealth of pedagogically relevant digital resources, enhancing the learning experience.
To measure the impact of our interventions and provide data-driven insights, we digitized and managed the TEACH classroom observation tool. This tool enabled structured observations of pedagogical practices, offering valuable feedback to teachers and informing decision-making at all levels of the education system.

Challenges
One of the primary challenges we encountered was the sheer scale of the SALT project. Andhra Pradesh has a vast and diverse education landscape, with varying needs and challenges across different regions. To address this, we adopted a flexible and adaptable approach, tailoring our interventions to the specific contexts of each district and school. Another challenge was ensuring the sustainability of our interventions. We worked closely with the Government of Andhra Pradesh to build the capacity of SCERT and DIETs, empowering them to take ownership of the teacher professional development and support systems we had put in place. This ensured that the positive impact of our work would continue long after the project's completion.

Highlights
A key highlight of our work was the successful training and certification of 6,667 teacher mentors. These mentors, equipped with the TEACH tool and our training, will observe 1.8 lakh teachers. This extensive reach ensures that the benefits of structured observations and pedagogical support extend to a vast network of educators across Andhra Pradesh.
Impact and the Road Ahead
The SALT project has already yielded promising results. The increased adoption of the TEACH tool has led to more structured and data-driven classroom observations, providing teachers with valuable feedback and support. The blended learning courses and lesson plan compendiums have enhanced teachers' pedagogical skills and content knowledge, leading to improved classroom practices. The institutionalization of teacher mentors has created a sustainable support system for teachers at the school complex level, fostering a culture of continuous improvement. The streamlined e-content creation and curation process for DIKSHA has ensured that teachers and students have access to high-quality digital resources.
As we look to the future, we remain committed to supporting the Government of Andhra Pradesh in its mission to transform school education in Andhra Pradesh. We will continue to work closely with SCERT, DIETs, and other stakeholders to strengthen teacher professional development, improve classroom practices, and ultimately, enhance the learning outcomes and well-being of all students in the state.
