A Framework for a Multi-Sectoral Index on Quality of Services: Women’s Perspectives
This report presents a new framework for evaluating the quality of public services from the perspective of women and girls in India, focusing on three key sectors: education, health, and financial inclusion. It identifies the dimensions of quality that are most important to women and girls, and provides recommendations for how to measure and improve service quality.
Key Learnings
This research was conducted to develop a Quality of Services (QoS) index to map the efficiency, impact, and effectiveness of public services for girls and women.
The key learnings include:
Women and girls are often unaware of government programs and their entitlements.
Even when programs exist, they may not be fully implemented or may only partially cover costs, limiting their effectiveness.
Lack of mobility, inadequate infrastructure, and safety concerns create barriers to accessing services.
Government services sometimes do not align with the specific needs of women and girls.
Intermediaries or agents often play a role in accessing services, but this can lead to exploitation or corruption.
Lack of proper documentation is a significant barrier to accessing services.
Direct benefit schemes (e.g., cash transfers) are often seen as more valuable than indirect services or programs aimed at long-term behavior change.
Negative attitudes from government officials and cumbersome bureaucratic processes can deter women and girls from seeking services.
